The embassy route is more commonly used by Indian applicants and typically involves a written application, an exam component, and an interview at the embassy or a designated consulate.

What makes you a competitive applicant

MEXT is genuinely competitive, but less so than its prestige might suggest — a significant number of applicants simply don't complete the full process correctly or withdraw partway through. A strong application typically includes a clear, specific research or study plan (especially for graduate-level applicants), solid academic records, and in some cases, relevant Japanese language ability — though many MEXT-funded programmes, especially at the graduate level, are offered in English.

Timing matters a lot here: MEXT applications typically open in the first half of the year for the following year's intake — the exact window moves annually, so confirm current dates directly with the Japanese Embassy in India rather than relying on a date you saw in an older post.

What studying in Japan costs without MEXT

Even without the scholarship, Japan remains comparatively affordable. National university tuition is fixed by the government at JPY 535,800/year — the same at every national university, regardless of ranking — plus a one-time entrance fee of JPY 282,000. Private universities can charge considerably more, up to roughly JPY 2,000,000/year, so the national-vs-private distinction matters a lot for your budget either way.

Beyond MEXT: partial tuition exemptions

Separately from MEXT, many national universities offer their own tuition exemptions — ranging from 50% to 100% — to a meaningful share of their international student population, independent of the government scholarship. If MEXT doesn't come through, it's worth asking your target university directly about their own exemption scheme rather than assuming full tuition is your only option.
